Abuja, Sept. 23, 2024 (TheGavel) — The Federal Government has issued a warning to financial institutions across Nigeria, threatening to shut down those that violate accessibility laws designed to assist persons with disabilities (PwDs). This announcement follows a recent incident involving Mr. Chris Agbo, a wheelchair user, who was denied access to a bank’s facilities due to a lack of ramps.
Mr. Ayuba Gufwan, Executive Secretary of the National Commission for Persons with Disabilities (NCPWD), discussed the case during an interview with the News Agency of Nigeria (NAN) on Monday. On September 18, Agbo attempted to enter a popular bank in Area 3 but was unable to use the banking hall or ATM due to accessibility issues. His aide, who was sent inside for assistance, was informed that the ATM machine was out of service.
“This highlights the ongoing accessibility challenges faced by persons with disabilities in Nigeria, despite existing laws meant to protect their rights,” Gufwan stated.
In response to the discrimination faced by Agbo, Gufwan emphasized that the NCPWD will investigate this and similar cases. He affirmed that the commission will not hesitate to prosecute any organization found in violation of the Discrimination Against Persons with Disabilities (Prohibition) Act 2018, which mandates that facilities be made accessible to PwDs.
“We will not tolerate any form of discrimination or inaccessibility in both private and public buildings,” Gufwan asserted. “It is very unfortunate to see how the disability community has been repeatedly shortchanged. Many banks do not provide adequate access, leaving PwDs unable to use essential banking services.”
Gufwan further criticized the risks posed to PwDs when relying on third parties for assistance with banking transactions. “Due to their inability to access facilities, many have fallen victim to fraudsters, resulting in significant financial losses,” he said.
He condemned the persistent lack of ramps and assistive features in banks, schools, and hospitals, stating, “It is unfortunate that any bank in this century would fail to provide suitable access for their customers.”
Gufwan confirmed that the NCPWD has the authority to sanction organizations that do not comply with accessibility regulations. “The establishment law provided a five-year period for organizations to make their facilities accessible, which ended last year. This is now a year of action,” he said. “We will ensure strict supervision, monitoring, and evaluation to guarantee compliance with the Accessibility Law.” (NAN)
